Proverbs 29:2
When the righteous increase, the people rejoice,
But when a wicked man rules, people groan.

As we can tell the type of tree by its fruits, we can assess the condition
of the people by whether they rejoice, or groan.
As righteous people increase, the people will be filled with rejoicing, I
believe because God plants His delight in people heart through these righteous
people. But when wicked man is at the helm, all you'll hear are the groans
of the people. For the most part, the people will just groan out of their
misery and discomfort rather than fight back. So, as a leader I should
be sensitive to the groans of the people; and if I hear more groans than
not, then it's a good time to seek out the wickedness in the leadership.
